The DNR is currently seeking a Staff Attorney Supervisor. This position exists to provide supervisory direction, training, personnel planning, and quality assurance to the attorneys in the Legal Unit in the Division of Lands and Minerals, who provide legal services to leadership, management, and staff of the DNR in the areas of real estate and minerals, and to participate in the provision of such legal services.

Responsibilities include:

  1. Supervise the Division of Lands and Minerals Legal Unit so that applicable labor agreements and plans are equitably administered, and employees effectively perform assigned job duties to achieve the objectives of the unit, the division, and the DNR.

  2. Serve on the division manager/supervisor team to develop division policies and plans so that decisions are made consistent with law and sound natural resource management and consider the desires and needs of those who use, appreciate, or are affected by lands and minerals resources.

  3. Direct and participate in the Legal Unit’s provision of legal services for the division’s state minerals leasing and other minerals work. Determine work priorities and periodically review with employees the status of their work on projects and completion of assignments.

  4. Direct and participate in the Legal Unit’s provision of legal services for the Department of Natural Resources’ real estate projects and programs. Determine work priorities and periodically review with employees the status of their work on projects and completion of assignments.

  5. Improve and maintain professional, technical, administrative, and communications skills to provide effective management of the division.

  6. Provide advice and input to the Division Director and division manager/supervisor team about legal issues and risks affecting division plans, policies and positions relating to minerals leasing and real estate projects.

The selected candidate will have the option to report to St. Paul or Hibbing, MN. Specific location will be determined at time of selection. This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement.

Minimum Qualifications

To qualify for this position, applicants must possess a Juris Doctorate from an American Bar Association-accredited law school and be licensed to practice law in Minnesota.

AND

Three (3) years of experience in the practice of law, with in depth knowledge of minerals, leasing, land acquisition, and real estate law. Must have demonstrated leadership experience gained through lead worker and/or supervision of professional staff and/or significant legal projects.

Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.

Experience must demonstrate:

  • Legal drafting skills sufficient to draft complex contracts.

  • Skills in drafting of legislative amendments and laws.

  • Legal analysis skills sufficient to comprehend case law, statutes, and regulations and to apply findings to specific facts and circumstances.

  • Client counseling skills sufficient to provide complex information in a useful manner.

Preferred Qualifications

  • One (1) or more years of professional staff supervisory experience.

  • Four (4) or more years of experience in the practice of law, with working knowledge of minerals, leasing, and real estate law.

  • Experience in drafting legal opinions and testifying on legislation.

  • Demonstrated ability to interpret and analyze state and federal laws and rules/regulations, administrative laws, and the Minnesota legislative process.
